President vetoes the law on state support of Plast

On September 4, 2019, President of Ukraine Vladimir Zelensky vetoed bill No. 10184 “On State Recognition and Support of Plast, a National Scout Organization of Ukraine,” RBC-Ukraina reports.
The information published on the website of the Verkhovna Rada indicates that the document is being prepared for consideration with the veto of the President.
"On September 4, 2019, it was returned with the proposals of the President," stated the website of the VR.
At the moment, the text of the proposals of the head of state to the law is missing on the website of the Parliament.
Recall that at the end of May the Verkhovna Rada adopted and later the former head of the Parliament, Andrei Parubiy, signed the law No. 10184 “On State Recognition and Support of Plast, a National Scout Organization of Ukraine”, adopted by the deputies. At the meeting of the Verkhovna Rada on July 3, 2019, Parubiy accused President Vladimir Zelensky of failing to meet the deadlines for considering a number of laws, including the Plast law.
The law proposed to establish that Plast is the only National Scout Organization in Ukraine that operates throughout Ukraine, creates separate divisions and Plast-based educational units, through which it operates in accordance with the Statute of Plast and this law.
According to the document, funds from the state budget and local budgets are allocated for the activities of Plast. “When implementing Plast projects being financed by the state and local budgets, 20% of the funds, received for their implementation by Plast, are allocated to cover the administrative expenses of Plast in the framework of such projects.”
The bill received a negative assessment of the Main Scientific and Expert Department. In the conclusion, it was noted that the adoption of this document could create conditions that would prevent other youth and children's public organizations from having equal opportunities to receive state support, including financial support, which violates the principle of equality of all public associations before the law.
