Human rights activists: EU abortion fund overreaches EU Parliament authority

Human rights organizations believe that Brussels' initiative to finance abortions violates the sovereignty of EU countries and exceeds the powers of EU institutions.

On December 17, 2025, human rights activists and representatives of the ECR Group criticized the European Parliament's decision to create an EU fund for financing abortions, stating that the initiative exceeds the powers of EU structures. The corresponding statement was published by the group on the social network X.

Earlier that day, the European Parliament, by a majority vote, supported a resolution to form a pan-European fund that should reimburse member states providing abortion services to women from countries with restrictive legislation. The initiative was supported by 358 deputies, opposed by 202, and 79 abstained.

Critics of the initiative emphasize that abortion issues are not within the competence of the European Union and fall under the responsibility of national governments. In their opinion, such decisions undermine the sovereignty of member states and create a dangerous precedent for expanding Brussels' powers in a sensitive moral and ethical sphere.

Some members of the European Parliament also expressed sharp criticism, pointing out that the fund effectively encourages so-called "abortion tourism" within the EU. In particular, Dutch parliamentarian Bert-Jan Ruissen stated that Europe should protect unborn life, not encourage its destruction at public expense.

Earlier, the UOJ wrote that the European Parliament Committee called for including abortions in health policy.
