Rada Speaker discusses “European regulation of personal relations” with UCCRO
Speaker of the Verkhovna Rada Ruslan Stefanchuk discussed with religious leaders the provisions of the new Civil Code concerning the regulation of personal relations in line with EU standards.
Speaker of the Ukrainian Parliament Ruslan Stefanchuk held a meeting with the Ukrainian Council of Churches and Religious Organizations (UCCRO), during which “European regulation of personal relations” was discussed, reports Stefanchuk on his Facebook page.
The meeting took place in the context of public discussions on draft law No. 15150 on the new Civil Code of Ukraine. The bill was adopted by the Verkhovna Rada in the first reading on April 28, 2026, and provides for the adaptation of Ukrainian private law to European standards, including provisions regulating personal non-property relations. These provisions are the subject of the most intense public debate.
Stefanchuk did not clarify what he meant by the wording “European regulation of personal relations.”
As previously reported, a Kyiv court recognized the relationship between two men as a family. The Council of Europe generally gave a positive assessment of draft law No. 15150, while noting the need for certain revisions. Stefanchuk himself is a co-author of the Code, having registered the draft in January 2026.
