Kyiv authorities decline to back residents’ protest against high-rise near Lavra
Kyiv officials say they have no legal grounds to challenge the developer, despite acknowledging the residents’ concerns are justified.
The Kyiv City Military Administration has refused to file a lawsuit seeking to revoke permits for the construction of a high-rise building in the UNESCO-protected buffer zone near the Kyiv-Pechersk Lavra, according to Kyiv.News.
The dispute centers on a residential complex being built at 43/11 Kniaziv Ostrozkykh Street. The site lies within the development control zone of the “Historic Landscape of the Kyiv Hills” monument and falls under UNESCO protection. Under Kyiv’s Master Plan, buildings in this area are limited to a height of 27 meters, yet the structure under construction has already reached 80 meters.
City officials acknowledged that the protesting residents are right to be concerned but argued that they lack the legal means to challenge the developer. In response to a public petition, Kyiv City State Administration Deputy Head Viacheslav Nepop said the authorities are bound by court rulings issued in 2020. At that time, the developer succeeded in having a height-restriction provision overturned through the Kyiv District Administrative Court. The city’s Urban Planning Department now maintains that it cannot initiate a new legal challenge.
Residents registered Petition No. 14316 on June 17, 2026, calling for action to preserve the city’s historic character. Mayor Vitali Klitschko instructed officials to review the appeal, but the outcome amounted only to a statement of support without any concrete legal action against the construction company.
The building’s current height exceeds the limits established for the area by several times. Critics argue that the city administration’s effective refusal to defend the buffer zone through the courts threatens both the preservation of Kyiv’s unique historic landscape and the sacred significance of the Orthodox shrine.
As the UOJ reported, promotional initiatives highlighting the military are set to begin at Saint Sophia Cathedral.
